Peru to enforce sanctions against Al Qaeda and Taliban collaborators
Lima, Jul. 25 (ANDINA).- The Ministries of Interior and Defence as well as the Superintendency of Banking and Insurance will ensure the enforcement of the United Nations Security Council Resolution 1822 which considers sanctions against people, companies and entities listed in the list of members and collaborators of Al Qaeda and the Taliban.
According to a ministerial resolution, signed by Foreign Minister José Antonio García Belaunde and published today in the official gazette El Peruano, the norm approved at the UN, establishes that all States shall take said measures against terrorist groups like Al Qaeda and the Taliban.
These measures include freezing without delay funds and other financial assets or economic resources of individuals, groups, undertakings, ventures and entities, including funds derived from property owned or controlled directly or indirectly, by them or by persons acting on their behalf or at their direction, and ensure that neither these nor any other funds, financial assets or economic resources are made available, directly or indirectly tor such persons, or by their nationals or by persons within their territory.
Also include preventing listed terrorists and/or sponsors of terrorists from entry into or transit through sovereign territories, provided that own-nationals are not required to leave or elsewhere be denied entry into its homeland territory, and this paragraph shall not apply where entry or transit is necessary for the fulfillment of a judicial process or if the pertinent Committee determines on a case-by-case basis only that entry or transit is justified.
Finally, the Security Council reaffirms that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security, and that any acts of terrorism are criminal and unjustifiable, regardless of their motivations.
